Co-founder, CEO
Patrick is a co-founder and CEO of ZacTax. He began his public sector career while earning his Bachelor's in Political Science from Texas A&M. After receiving his Master's in Public Administration from the University of North Texas, he spent more than 15 years in local government, with a focus on city administration, economic development, and strategic planning. The consummate salesman, Patrick is constantly pushing coming up with grand ideas that the rest of the team has to bring to life.
Co-founder, CTO
Chad is a co-founder of ZacTax and an adjunct professor in the University of North Texas’ MPA program. He brings over 12 years of public sector experience, with a strong background in city administration, budgeting, business analytics, and strategic planning. His expertise has been instrumental in shaping ZacTax’s approach to delivering practical, data-driven solutions for local governments.
President, ZacFinance
Doug Martella is the President of ZacFinance, a division of ZacTax, where he leads efforts to help local governments improve fiscal transparency and make smarter financial decisions. With more than 15 years of experience in municipal finance and accounting, Doug has developed deep expertise in budgeting, financial reporting, and long-term fiscal planning. Before joining ZacTax, he worked as a local government auditor with George, Morgan & Sneed, P.C., and later served as Financial Manager for the City of Hudson Oaks and Accounting Operations Specialist for the City of College Station. Today, Doug also works with communities across Texas in a contract CFO capacity, providing tailored financial leadership and strategic guidance. His work is driven by a commitment to helping cities and counties manage their resources responsibly and with clarity.
President, Strategic Services
Over the course of his 25-year career, Robert served in nearly every corner of city management, leading cities small and large. Along the way, he built a reputation as a steady hand and a collaborative problem solver. Recipient of the 2019 Texas City Management Award in Memory of Gary Gwyn, Robert now brings his commitment to mentorship to Zactax, helping cities think holistically about long-term revenue planning, capital prioritization, and the kinds of investments that make communities work better for the people who call them home.
Project Manager
Maria is a certified Community Planner with ZacTax who began her career in the public sector, developing a passion for creating positive impacts within resource-constrained municipal environments. She holds a Bachelor’s in Urban and Regional Planning from Texas A&M University and a Master’s in Public Administration from the University of North Texas. As a proud Texas A&M Aggie, Maria brings that “Howdy” spirit and commitment to every community she works with. After several years in various city planning and analysis roles, she transitioned to the private sector as a planning consultant, where she has helped cities across Texas and California strengthen their fiscal health through strategic land use, development, and planning efforts. She’s dedicated to making the communities she serves better places to live, work, and play for all, finding nothing more rewarding than gaining a deep understanding of the communities she supports.
Client Services Manager
Allison manages all client services for ZacTax and has been an integral part of the team since joining in 2016 as our very first employee. With nearly two decades of experience in software sales, customer success, and client support, she helps cities and local governments get the most out of the ZacTax platform, ensuring they fully understand our analytics tools and feel empowered to take control of their data and make informed decisions. Drawing on her Master’s in Counseling, Allison rounds out our team, helping keep our focus on honesty, empathy, respect, and open-mindedness in all of our client services. While she’s been the primary point of contact for many years, she’s now joined by a growing sales and support team as ZacTax continues to expand.
Client Relations
Patrick might have traded teaching in the classroom for city halls, but his love of numbers never left. As an Account Executive, he helps cities make sense of their data and uncover the stories hidden inside. A former math teacher with a passion for technology, Patrick loves finding new ways to connect people with tools that make their jobs easier and their decisions smarter. Off the clock, he’s usually on the water fly fishing, chasing a golf ball, or coaching his favorite Denver sports teams from behind the TV.
Data Scientist, City Analytics
Gavin has led data science at ZacTax since 2024. Earning his Bachelor's in Operations Research and Statistics from Rice University, Gavin has been instrumental in growing our analytical capabilities through the use of advanced statistics, machine learning, and modern data engineering. Gavin dives deep into local government datasets to uncover insights and develop innovative approaches that help our clients stay ahead in their day-to-day local government decision making. At ZacTax, Gavin sees himself as a leader in a new age of planners, equipped with a mastery in data tools and the theory of traditional planning to solve some of the hardest problems that cities face.
